how do I set up a Moroccan French/ Arabic keyboard?

How do I set Window XP and MS Office to work with my Arabic/French keyboard.
The help files do not explain it and regional settings do not cater for
Arabic at all, let alone Arabic/French keyboard (AZERTY + Arabic characters
on the same key caps).

Please help. Thanks very much.
