how do I set up an email account for my partner

I need to know how to set up multiple addressess in my outlook so that both
my partner can access seprate mail

You'll need to have an acount first. Contact your ISP if you can get an
additional account or use another (free) e-mail service.
With the account comes configuration details which you will need to specify
when adding a new account via Tools-> E-mail Accounts...
