How do I set up custom actions in Outlook Rules?

In the Rules Wizard, there is an option to "perform a custom action", and
when I select that, the custom actions are blank. There must be some way to
set up custom actions, but the only thing any of the help files says is
"Follow the instructions in the Rules Wizard", but there are none.

You have to download the custom actions you want to use. See
