How do I set up drop down menus

Use the forms toolbar or AutoTextList fields. The toolbar is used in what
Word calls an "online form." Check this in help. For more about online
forms, follow the links at

Chapman's series of articles. You may also want to look at

For the AutoTextList field see
http://www.mvps.org/word/FAQs/TblsFldsFms/AutoTextList.htm. It mostly
depends on whether you want a protected form or not.

Unless the user wants menus in the application itself, in which case this is
done through Tools | Customize.
