How do I shrink a A4 full page to leave 3cm margin for footnote

You don't have to do that, since Word will automatically create room
for the footnotes. Just insert them via the Insert menu.

If you mean "footer" rather than "footnote," note that the Bottom and Footer
margins can be set separately in Page Setup.
