How do I shut off send and receive at startup?

I want to shut off the send and receive when starting Outlook 2002. But I
also want to keep the program checking for messages after X number of
minutes. I can't seem to find out how to do one without the other.

Any help would be appreciated.

You can't. If you have a polling interval set, Outlook also does a
Send/Receive automatically at startup.
