How do I solve email messages that stay in the outbox?

I tried opening up and resending these messages without success. I get an
error message that says the process was not completed when I test the email
settings.

Sigh... Outlook version? Send/receive interval? Disabled AV and firewall scanning of incoming/outgoing messages?

unsolicited mail sent to my personal account will be deleted without
reading.
