How do I start up my Outlook Express?

Bought this new laptop, have not been able to access to Outlook Express with
it. How do I activate this program? I already have an existing OE account
with our local IP. Do I have to create a new account? Or how can I
retrieve/transfer all mails into this laptop? All help is highly appreciated
as my husband needs this laptop for home business.
