How do I stop BCM from repeatedly creating the Task "back up BCM"?

BCM keeps creating the Outlook Task "Back up Business Contact Manager". When
I indicate the task has been completed, it simply re-adds it.

It's a weekly task. Switch to Tasks. Right click the task and choose Delete.
You can then choose to "Delete All".
