How do I stop Outlook from blocking incoming email messages

Outlook blocks incoming email and attachments from users I want to accept.
Also I send email from work and it dowsn't even get here although I've sent
messages before with no problem. The latter seems to have occurred since I
downloaded Microsoft's new security download.
