How do I stop the MSN sign up window from popping up everytime?

Everytime my Outlook needs to connect to the internet a window pops up to log
on to MSN Broadband that actually takes my IP info whther I am currently
connected or not.
I can not find a setting for this and am starting to think I am just crazy!!
I downloaded the new cumulative update already and it did nothing for this.
Suggestions?
