How do I stop the startup panel opening in Word 2003

Every time I open Word in Office 2003 the 'startup panel opens. How do I stop
it? The options in TOOLS > OPTIONS > VIEW does not respond.

The Task Pane has a couple issues, one is if add-ins are present in
one of your Startup folders then the task pane is dismissed before
Word fully loads. Third-party add-ins, such as Adobe PDF Maker,
incorporate a Registry hack to keep the task pane from being dismissed
when Word starts as effort to circumvent this issue, which is what I
suspect you have encountered.

There's a Task Pane Controller available to help with the issues
caused by other add-ins. For more information on the behavior of the
task pane and the download you can use to control the task pane can be
