How do I transfer MS Office to new computer

You don't. It stays on the "old computer". It is only licensed to be on
the "old computer". If you want a copy for the new computer, you have to
buy a copy for the new computer.

You don't. OEM licences are not transferable. It states that very clearly in
the EULA.

"Software as a Component of the Computer - Transfer. THIS
LICENSE MAY NOT BE SHARED,
TRANSFERRED TO OR USED CONCURRENTLY
ON DIFFERENT COMPUTERS. The SOFTWARE
is licensed with the HARDWARE as a single integrated
product and may only be used with the HARDWARE. If the
SOFTWARE is not accompanied by new HARDWARE, you may
not use the SOFTWARE."

If you wish to have Office on your new system, you must purchase it again.
