How do I turn off filter key functions?

Soemtimes when I compose, I stop to think with my finger holding-downthe
shift key. Then I get a warning about filter keys and select the choice that
doesn't enale them, and then I'm stuck with them anyway. I don't ever want
the shift key to do the filter thing AGAIN! Any advice is welcome SB
