How do I turn on the formatting toolbar, using Word as the editor.

Neither in NEW message nor in Reply mode, my formatting toolbar is not
"turned on" to allow me to change fonts, sizes, colors, etc. I have it
checked ON within MS Word's View/Toolbars section.

I am using XP Professional and Word 2003.
