How do I type on pictures?

I'm in Microsoft Office Picture Manager, trying to add in a text box, but
can't seem to find it. I've seen it used before, but that was long ago. I
also can't find how to insert colors onto the pictures. Basically, how do I
add things to pictures?

To add text you need to use a photo editing program such as Irfanview ,
Serif Photoplus....You can download free versions @ these links...
