How do I unblock http links in Outlook 2003?

I cannot link from an email in Outlook (either a text link or an image link).
I iget a message that reads: "This operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administrator."

This is a stand-alone unit. Not sure what was installed/ changed/ etc that
has caused this. I also cannot link out of a Word doc either.

Thanks for any/ all help!

Try this: In Internet Explorer, click Tools>Internet Options>Programs>Reset
Web Settings.
