How do I unblur pictures?

There's very little you can do. Even with photo editing software, there's
not a lot, if anything, that you can do. Either learn to keep the camera
still or crank up the resolution - that's really about all.

Some photo editors have a "sharpen" option. It can help a little if the
blurring is minor. MS PhotoEditor, which came with earlier versions of
Office could do it. Paint.NET, a free imaging editing program can also do
it. How much it actually helps... who knows? But, it's free, so it might be
worth trying:

To clarify an image, transfer your photograph or drag n drop it to the editorial manager. Then, click on the 'Picture Effects and Filters' button situated at the top bar of the editorial manager to get rid of unblur image. Apply the clarify impact by tapping on the 'Hone' choice. Change the sharpness of the picture by changing the slider.
