How do I undo "snap to grid" to freely move clip art?

I don't have "drawing tools" under my Format section. Have gone to "help"
several times, can't resolve.

To access the grid settings, you have to display the Drawing toolbar, then
use Draw | Grid. But you can override the grid by pressing Alt while
dragging.
