You have to have admin rights to do this. Open Project web access, select
the Admin tab, select Manage Enterprise featurs, and select Check in
Enterprise projects. I you do this any unsaved changes will be lost, but if
your server has bonked or there is another issue, this process will allow you
to force check in the project.
