How do I use a non-filter in an iif statement?

Here is my criteria:
IIf(IsNull([forms]![frmReports]![cboLocation]),*,[forms]![frmReports]![cboLocation])
Where the * is I would like and expression that shows all values. In other
words, on the form, if that combo box is left blank, do not filter on this
field.

Try using Nz instead, to replace Null with *

Where FieldName Like Nz([forms]![frmReports]![cboLocation],"*")
