how do i use a timeline based on minutes and secounds

I have a process project where the scope is in minutes and secounds and
fractions of a secound. how do i setup Project or Visio to use this timeline.

Minutes are to hours as seconds are to minutes.
Project can only resolve down to minutes so use them and pretend they are
seconds.
