I've never seen a laptop that didn't have a mouse equivalent - touchpad or
toggle. But in any case, everything can be done from the keyboard, mostly
with some combination of tab, enter, and function keys.

To press the Start button in the Taskbar without a mouse, either press
the Windows key, or if the laptop doesn't have one, press Ctrl+Esc Esc
Space. Then press P to get to the Programs menu, assuming the "Classic
Start menu".
