How do I use Packages/Import - it is disabled?

I would like to import some templates I found on the net. How do I do it?
It looks like Packages Import is the right way but the menu item is disabled.

Packages are for Windows SharePoint Services (WSS), not templates
- are you running WSS?

Thanks for clearing up my confusion. I am using Frontpage 2003 - In 2002
the Format / Themes - included a option to "Add Additional Themes". Where
did this move in 2003?

If you did a full install there are no more additional themes to install from FP
For user custom themes see http://sbrenjoy.bizland.com/frontpage/themes/newthemes.html
