How do I use the scroll button on the mouse to scroll through one.

How do I program my 'form' to permit the user to scroll through the
information in a memo field using the scroll button on the mouse. Today,
when the user attempts to scroll through the memo field on an individual
record, the user ends up scrolling through all of the records in the database.
