If you mean the font size, modify it in the Footnote text style.

Do you mean the line separating the footnote from the text?
Go to View - Normal - in the Footnotes box, choose Footnote Separator. You
can copy and paste the line to make it wider. I have not found a way to
shorten it though.

Or change the paragraph line spacing of the Footnote Text style.

Or, if you're talking about the Footnote Separator, you can replace it, but
you can't actually edit it.

1. In Normal view, choose View | Footnotes.

2. From the dropdown list on the toolbar in the footnote pane, choose
Footnote Separator.

3. If you want the line to be twice as long, you can copy and paste the
existing line. Aside from that, you have to delete the line and create your
own.

By default, the Footnote Separator is short and the Footnote Continuation
Separator extends the width of the margins. This is by design.
