how do set up an exchange client extension for a single user?

Because the registry key is contained within HKEY_LOCAL_MACHINE, the
exchange client extension is installed for all users on a machine.

I have a piece of software that installs for all users on a Citrix server
with many users but I want to be able to enable or disable the extension
depending on the user.

Any help will be greatly appreciated
