How do you allow PMs to create a project workspace?

We didn't want site provisioning turned on because it would create a mess but
there must be someway to allow PMs to create a workspace manually. I know how
to do it as an Admin but I'll be darned if I can find any other way.
On the same subject, what is the option on the Project Pro 2003 Tools menu
that says "Shared Workspace"? It's always grayed out for me.

What do you mean by "create a mess?" If you turn off automatic site
provisioning in WSS, this usually means that your organization wants to use
an alternate site template for creating each site. Is that what you are
trying to accomplish? Let us know.

No. You turn automatic site provisioning off if you don't want a WSS site
created for ever project schedule created. If we allowed every little project
(change requests, etc.) to create a portal site, we would have site running
out our ears.
Normally, if my clients want the project sites to be created differently
than the standard project workspace, I just modify that template. So how do
you have your clients create a project portal site using a different template?
