How do you create a front cover page with a graphic in word 2000?

I need to include a cover page at the start of a document. The cover page is
an image and needs to be sized to completely fit the page.

If you change the text wrapping of the image from In Line With Text to some
other style, you will be able to size it to fill the page, but it's very
unlikely that it will print clear to the edge because of hardware
limitations in most printers.
