How do you create an undisclosed recipient distribution list?

I have been told that there is a way to create a distribution list in which
the recipients cannot see the other recipients names. This is a way to keep
another user from reusing the distribution list for potential spam.

There is no such thing as an "undisclosed recipient list."
Rather, you enter any addresses you do not want revealed in the BCC field.
