How do you ensure outbox work consistently with Pro7 & 2003

Since implementing 7 Pro my 2003 Outlook does not send out messages
consistantly and sometimes requires that I reboot computer.

And what happens if you load Outlook in its safe mode?

outlook.exe /safe
