How do you make a watermark using WordArt?

Everything I have seen refers to a picture, but my computer keeps seeing my
picture as WordArt, even though I saved it as a picture - in multiple saved
files. I don't know what else to do. Please help. Thanks.

think your computer keeps seeing your picture as WordArt, even
though you saved it as a picture. And even if that were true,
I'm not sure why it is a problem for you.
