change the back ground fill or make a whole new slide design also how do you

Quick and easy way:

Select View Slide Master.

Right click on Slide master (on one of the borders of the master page and
not on one of the "click to edit areas" and select Background.

In the background window that opens click on the dropdown arrow below
Background fill.

Click Fill effects then the Picture tab. Find the picture you want to use
after clicking on Select Picture.

Have you tried going to View, Slide Master and inserting your picture onto
your Master Slide?

that okay im woking on a geothermal energy project for school and i wanted a volcano pic for my slide background in ppt 2003.
