how do you print 4 postcards/sheet, each to a different person?

I am trying to print 4 postcards per letter size page with a mail merge just
in the address block. When I try I get 4 postcards all addressed to the same
person. Otherwise I get 1 postcard per page. I had it set up in Publisher
2000, but can't set it up the same in Publisher 2007. Help!
