'Using Publisher 2000 here so the instructions will be a little different
with other versions.

Assuming 8½"x11" paper is going to be used:

Make no changes in,
File
Print setup

Make changes in
File
Page setup

Special size
Custom
Width: 8.5"
Height: 3.36
OK

Work area is now created.
Next, create the margins:
From the Arrange, Layout guides,
Top, sides and bottom, .15"

Create Flyer content.

Print Flyer:
File
Print
Page Options button
Custom options button
Side Margin: 0
Top Margin: 0.15"
Horizontal Gap: 0"
Vertical Gap: 0.3"
OK
OK
OK

AND File SAVE
By saving the file all those settings will be saved in the file and you
won't have to go through them again.

Note: The Top, Vertical Gap, and Bottom margins will depend on your
printer's minimum gap capabilities. Also if you use other than 8½"x11"
paper it will affect the Work area Page Height. And, if you plan to print
on both sides, add to the instructions,
Insert
Page
