how do you resize a watermark to cover entire page?

I have been trying to re-size a watermark to cover the entire page with no
success. Can anyone help please?

I have tried to format it when I have it inserted but it wouldn't let me do
anything.

Try the following:-

Page Layout / Page Background group / Watermark / Custom Watermark . . . /
the Printed Watermark window should launch / in here set the Size: field to
Auto / Apply / Close

The above will, "cover the entire page".

The watermark is really just a picture or WordArt anchored in the header. To
resize it, first open the header pane by double-clicking in the header area.
Then you'll be able to select the watermark and drag its sides or corners.
