How do you round the corners of a photo

i AM TRYING TO ROUND CORNER ON A PHOTO WITH MY MICROSOFT PICTURE MANAGER AND
WINDOWS PAINT BUT CAN NOT SEEM TO FIGURE IT OUT. wANT AN OVAL PICTURE NOT
SQUARE PLEASE HELP
