Did you actually create a web first and open it each time you are working on
pages? Or, are you simply creating pages?

See the FP help about creating a web.

Publish (choose Publish from the File drop down menu) your site to a folder
on your hard drive. You will receive a message stating that the folder is
not a web folder and asking if you want in changed, respond yes. And then a
message stating it is a disk based site asking if you want to continue,
respond yes.

You need to first create a folder called for example "website"

Then in Frontpage, go to File > Open > Site and browse to the folder you
created, select it and click the "Open" button. Frontpage will then add its
special folders etc.

Then you click File > New to start a new page. You then have the choice to
use templates, or whatever.

Save the pages.

Next time you want to edit them you need to go to File > Open > Site each
time you edit the pages.
