How does EPM treat Project Managers and Project Owners differently

We're running MS Project Server 2003.

If I were to become the Project owner of a project - how would that be
different from being the Project Manager for that project.

The Owner of a project is the person who intially saves the project in the
Project Server database. The Manager of the project is the person who
intially publishes the project using Collaborate - Publish - New and Changed
Assignments, and is the person to whom Project Server 2003 directs task
updates from team members. Refer to the following FAQ for the steps needed
