How I produce a CD ROM- what is the best software to use?

I want to produce an informative CD ROM. The quality does not have to be of
the highest standard, but the higher the better. I need to know how to
design the content of my CD ROM. It will be mainly text with a few pictures.
Also, after I have designed the content, how do I go about burning it onto
CD?
