How to activate the junk mail filter in the outlook?

I have tried to activate the junk mail filter in the outlook but always has
this message when trying to turn on the junk mail... the message is "You are
currently working offline. To use this command you must restart outlook and
choose to connect to the Exchange server" I have tried to restart the
outlook but unable to activate the junk mail filter. Anyone out there can
help me

Are you receiving your messages? Does "Connected" show up in the right
bottom corner?
