how to add 130% to a selected range of numbers ?

You're also "SHOUTING" by using all caps...

One way:

Enter

1.3

in an empty cell. Copy the cell. Select the cells you want to apply the
increase to. Choose Edit/Paste Special, selecting the Values and
Multiply radio buttons. Click OK.

In an un-used cell enter 2.3 and copy this cell.

Select the other cells you wish to modify and:

Edit > PasteSpecial > multiply

I suspect this is the solution the OP is looking for, but, for the record,
multiplying by 1.3 will add 30% to a number. If the OP really wants to add
130%, use 2.3 instead.
