How to add a page border using a picture from the Internet?

Is there a way to add a page border that uses a picture (for example a bear)
from the Internet? I'm using Word 2007.

See http://sbarnhill.mvps.org/WordFAQs/BorderArt.htm. It was written
for Word 2003, so you'll need to use the ribbon equivalents of the
menus and toolbars, but the principle is the same.
