How to add a secondary language keyboard?

How I want to tell my grandson how to add a German language keyboard.

Q1: I did it on my Office Pro 2003 system at installation. How can I
upgrade my current installation to add another, say French?

Q2. Will the same procedure work on an older version of Office running on
WinME?
