How to add a working link on every page?

Tried adding link to footer, but hyperlinks in footers are not active when
cursor is in main body of document. When hovering over footer link, cursors
turns to hand, tip pops up, but link is inactive. Only works when
Header/Footer is displayed, defeating the purpose.

Any tricks?

Do you need the same, or a different link, on every page? To what are you
linking (target in the same document, or a different file)? Have you considered
a toolbar button?
