how to add comments to a message and forward to recipient

We tried that and upon entering the text we wanted to in the email message
when we clicked forward the entire message was blank...what did we do wrong?
In essence, what my user is trying to accomplish is this:
she receives an email which she is being asked questions in;
she then wants to reply with the answers right nest to the questions. When
she initailly did this she chose, Edit, Edit Message, type her responses,
then when she clicked on Forward the message was empty.

You can't click Edit->Edit Message. You have to select Reply (or reply to
all if required) then type the comments and press send.

So sorry for the confusion....see below for what my user wants to do. I know
the correct way but she thinks that because the pull down Edit menu has the
Edit Message option that it should work that way.....lol

The user wants to know why you cannot click Edit>Edit Message.....I told her
I would ask the knowlegable ones at MS for the answer....

That works when I try it, although it seems completely backward to me.
How are the user's options set (Tools > Options > Preferences tab > E-mail
Options button > "On repiles and forwards" section)?
