How to add my visio template to File menu in Visio 2003?

I make a template, and want to add it under Visio system menu
File->New->Software. Please tell me the mothod, thanks a lot.

Get the Visio 2003 SDK here:

Then look for the Solution Publishing Component tool. It allows you to tweak
your MSI files so that your solution get's installed properly.

I believe there's an accompanying html doc that explains how to use the
tool.
