How to allow user with team member permission to view all docments

We're running PS 2003.

I have some users who have team member permissions but have need to view all
projects and all documents for all projects.

I've given "See Projects in Project Center", "See Projects in Project
Views", and "View Risks, Issues, and Documents" permission in "My
Organization" category. The users can see the documents but when they try to
access them they get the "Access denied. You do not have permission to
perform this action or access this resource" message.

Can anyone tell me what other permission(s) need to be set?

Make sure that these team members are assigned to tasks in these projects
they are trying to access documents from.

Make sure that the "View Risks, Issues, and Documents" is a category
permission assigned to Team Members security group again "My Organization"

If one or both of these is correct and they still can't access it then
verify that the site provisioning settings under Admin>Manage Windows
Sharepoint Services>Site provisioning settings are set to "Automatically add
Project Web Access users to project team Web site when SharePoint site is
created or when the project manager publishes the project information to
Project Server"

You can also try to go to the Manage SharePoint Sites section and
synchronize the sites.

If you want to check first about what users have access to the documents
then go to the WSS sites as an administrator and go to Site Settings>Manager

Thank you for your help.

Actually what I ended up doing was to give "View Documents" in global
permissions. I hope it doesn't have any adverse implications because that
worked.
