How to attach file as an attachment not in the body

Can you tell me setting to stop attachments going to the body of the email.
I only want attachments in the attachment line at the top.

Change your Email format to either HTML or Plain text.....

With Outlook 2007 when I attach an html file, file is always embedded in
message body. In Outlook 2003 this didn’t happen, and appears attachment line
at the top. What can I do to have this same behavior in Outlook2007 (not
embedded in body message)?

Oops. Insert as text will embed. By default, Insert will attach, regardless
of the message format.

In windows Explorer I select a html file, right button menu "Send To>Mail
Recipient"

What message format is in the title bar?
Are you using the default Mail recipient command or did you create your own
send to shortcut?

I can't repro this on my Vista system - the Mail recipient command creates a
plain text message with the HTML attached.
