How To Avoid Empty Space on Website/How To Preview Website

Hello and Happy Holidays to Everyone!

I am a novice when it comes to Publisher and I truly need some expert
advice. I am trying to develop a website. Whenever I click on the website
preview button, the preview indicates that about half of my page is blank.
However, when I go back to the document, it appears that the whole page has
been used. What can I do to prevent having a lot of empty space displayed?
Furthermore, I have included images on the document which have html codes (I
hope I'm using the correct terminology). I want to preview the entire with
the images displayed before I publish it on the web. I was told that there
is no way to preview it before it is published. I was told that I have to
view it live from the web and if there are any problems to take it down and
go back and edit the document. Is this true? Is there any way to fully
preview everything before it is published on the web?

Any advice that you can provide would be deeply appreciated.

I am not sure what you mean when you say that you have "images which have
html codes", but if you are importing those images from a folder on your
site, then you can upload the images prior to publish the whole site, and if
the link is written correctly...using an absolute link, it will import the
image into a previewed page. Explain more specifically what you are talking
about, if this doesn't answer your question.

Before you get too far along, you might want to take a moment to decide if
Publisher is the tool you want to use to build your site. It can be a good
choice if you want only a simple static site, but depending on your
expectations, you might want to go with a program specifically for website
